Child Safeguarding Statement
Belong OT is committed to keeping children and young people safe. This statement explains how the service works to reduce the risk of harm, respond to child protection or welfare concerns and protect children and young people who use the service.

Overview
Safe, respectful occupational therapy support
Belong OT provides occupational therapy support to children, young people, families, parents and carers, schools and education settings. The type of support depends on the child’s needs, the purpose of the referral and whether occupational therapy is the right service.

Who we are
Belong OT is a private occupational therapy service based in Ardnacrusha, Co. Clare, Ireland.
Dearbhla O’Reilly Malone is the owner, Relevant Person, child safeguarding contact and current mandated person. She is responsible for overseeing the implementation, review and availability of this statement.

Meaning of harm
Within this statement, harm has the meaning set out in the Children First Act 2015. It includes assault, ill-treatment, neglect or sexual abuse where it seriously affects, or is likely to seriously affect, a child’s health, development or welfare.
Safeguarding commitment
Belong OT aims to provide a safe, respectful and supportive service. Belong OT will:
- Listen to children and young people and take their views seriously.
- Seek the child’s agreement or assent where appropriate.
- Work in partnership with parents and carers.
- Maintain clear professional boundaries.
- Use appropriate consent and information-sharing processes.
- Explain the limits of confidentiality.
- Keep clinical and safeguarding records securely.
- Follow Children First guidance and relevant legislation.
- Report concerns to Tusla or An Garda Síochána where required.
- Use supervision and professional advice where concerns are complex.
- Review safeguarding arrangements as the service develops.
The child’s safety and welfare take priority where confidentiality and safeguarding responsibilities conflict.
Current sole-practitioner service and future changes
Belong OT is currently a sole-practitioner service. It may provide supervised occupational therapy student placements or engage other workers in the future.
This statement and its supporting risk assessment will be reviewed before any student, employee, contractor, associate, trainee, intern or volunteer begins child-related work through Belong OT.

Safeguarding risks and controls
Belong OT has assessed potential risks of harm to children and young people while they receive services. The controls reflect the current sole-practitioner service and will be reviewed before student placements or other staffing arrangements begin.

3Inadequate supervision of an occupational therapy student

- No student having sole responsibility for safeguarding decisions.
- Regular placement review and immediate escalation of concerns.
4Inappropriate one-to-one contact

- Parent or carer involvement based on the child’s age, needs and the appointment.

5Inappropriate physical contact

- Physical assessment or support is explained before it takes place.

- Professional conduct concerns may be referred to CORU.
- Safeguarding advice and independent professional support will be sought.
- Child protection records remain separate from employment, placement or professional processes.
14A concern arising during adult work creates a current risk to a child
Controls
- Recognition that an adult’s retrospective disclosure may identify a current or future risk to a child.
- Consideration of whether a child may currently be at risk.
- Explanation of the limits of confidentiality.
- Reporting to Tusla where reasonable grounds for concern exist.
- Immediate contact with An Garda Síochána where there is an urgent risk.
- Secure recording and a clear rationale for decisions.
Risk assessment review
The risk assessment will be reviewed with this statement and before the first student placement or other significant staffing change.
Professional safeguards
Procedures and safeguards
Belong OT uses procedures proportionate to the current sole-practitioner service. Additional procedures will be completed and implemented before a student or any other person begins child-related work.
Reporting child protection and welfare concerns
Belong OT follows a process for recognising, recording, consulting on and reporting concerns to Tusla or An Garda Síochána.
Managing allegations against a practitioner, student or other worker
The procedure protects the child’s welfare while keeping child protection reporting separate from professional, disciplinary, placement or employment processes.
Safe recruitment, selection and placement arrangements
Before any person begins child-related work, Belong OT will complete checks relevant to the role. These may include:
- Garda vetting, identity checks and references.
- Role description or placement agreement.
- Insurance and professional registration checks.
- Children First training and safeguarding induction.
- Confidentiality agreement and supervision arrangements.
- Clear reporting and escalation routes.
Safeguarding information, instruction and training
Belong OT will maintain current Children First training. Students and future workers will receive safeguarding information and induction before contact with children or access to identifiable clinical information. Training and induction will be recorded.
List of mandated persons
Belong OT will maintain a current list of mandated persons working through the service.
At the date of this statement, the current mandated person is Dearbhla O’Reilly Malone, CORU-registered Occupational Therapist.
An occupational therapy student is not automatically a mandated person. This will be clarified during placement induction.
Appointment of the Relevant Person
Dearbhla O’Reilly Malone is the Relevant Person and first point of contact for this statement. The appointment will be reviewed if the service structure changes.
Consent, assent and information sharing
Belong OT seeks parent or carer consent where required. Children and young people receive information in a format suited to their age and communication needs. Their views, agreement and concerns are listened to.
Information may be shared without consent where this is required to protect a child, comply with the law or respond to a serious safety concern.
Secure clinical and safeguarding records
Clinical records are stored in Cliniko or another approved secure clinical record system. Safeguarding records are factual, dated and stored securely. Access is limited to people who need the information for a legitimate clinical, safeguarding or legal purpose.
Professional supervision and safeguarding advice
Belong OT uses professional supervision, safeguarding consultation and specialist advice where required. Supervision does not replace the duty to report a concern promptly.
Responding to concerns
Reporting child protection or welfare concerns
Where Belong OT has reasonable grounds for concern about a child’s protection or welfare, the concern is considered in line with Children First guidance.
What action may Belong OT take?
Belong OT may:
- Seek advice from Tusla.
- Make a child protection or welfare report to Tusla.
- Make a mandated report where the legal threshold is met.
- Make a non-mandated report where reasonable grounds for concern remain.
- Contact An Garda Síochána where there is an immediate or serious risk.
- Call 999 or 112 where urgent assistance is required.
Will parents or carers be informed before a report?
Where appropriate and safe, parents or carers will usually be informed before a report is made.
They may not be informed first where:
- Doing so may place the child or another person at greater risk.
- It may interfere with an assessment or investigation.
- Tusla or An Garda Síochána advise against it.
- Another legal or safeguarding reason applies.
The reasons for reporting, not reporting, delaying notification or sharing information will be documented.
Mandated person responsibilities
As a CORU-registered Occupational Therapist, Dearbhla O’Reilly Malone is a mandated person under the Children First Act 2015.
Where a concern reaches the threshold for mandated reporting, a mandated report will be made to Tusla. Mandated assistance will also be provided where formally requested and required under the Act.
Where the mandated threshold is not met but reasonable grounds for concern remain, a non-mandated report may still be made.
What happens if a concern arises in a school or education setting?
Belong OT may follow both the setting’s safeguarding arrangements and Belong OT’s own reporting responsibilities.
Belong OT retains responsibility for making a report where required. Responsibility will not be assumed to have transferred to the school or another professional.
What if a concern arises during work with an adult?
An adult’s retrospective disclosure of childhood abuse may identify a current or future risk to a child. Belong OT will consider whether a child may currently be at risk and will report to Tusla where reasonable grounds for concern exist.
Safe service delivery
Appointments, communication and working with others
These sections explain the safeguards used across in-person, online, school and future student placement work.
Working with parents, carers, schools and education settings
Belong OT works in partnership with parents, carers and, where appropriate, schools or education settings.
Information will usually only be shared with another professional or setting where consent has been given. It may be shared without consent where required for safeguarding, legal, professional or serious safety reasons.
School or education contact will have a clear purpose, such as gathering relevant information, observing participation, sharing agreed recommendations, supporting next steps or responding to a safeguarding concern.
Online safety
Belong OT may provide online consultations through Cliniko Telehealth or another approved secure platform.
For online appointments, Belong OT will:
- Confirm the identity of participants and clarify who is present.
- Ask families to use a private space where possible.
- Confirm contact and location information where required for safety.
- Maintain professional boundaries and secure records.
- Explain what will happen if a safeguarding concern arises.
- Avoid recording unless there is a clear reason and specific consent.
- Adapt the appointment to a parent or carer consultation where direct child participation is not suitable.
Students will only join online appointments where consent, supervision and placement arrangements are in place.
Occupational therapy student placements
Belong OT may offer supervised occupational therapy student placements in the future. Students are not currently part of the service.
Before the first placement begins, Belong OT will review and update the statement, risk assessment, allegations procedure, placement safeguards, family information, record access, insurance, Garda vetting, supervision and escalation arrangements.
Parents and carers will be informed when a student may observe or participate. Consent will be obtained, and the child or young person’s views will be sought where appropriate. A family may decline student involvement without affecting access to the occupational therapy service.
What students will and will not do
Students will work within their competence and placement objectives, receive appropriate supervision, follow Belong OT procedures, use approved communication systems, keep information confidential and escalate concerns immediately.
Students will not:
- Make independent safeguarding decisions on behalf of Belong OT.
- Communicate with children through personal email, telephone or social media.
- Store client information on personal devices.
- Photograph or record a child without specific consent and approval.
Future employees, contractors, associates, trainees, interns or volunteers
No person will begin child-related work until safeguards relevant to the role are in place. These may include Garda vetting, identity and reference checks, professional registration checks, insurance confirmation, Children First training, safeguarding induction, role clarification, confidentiality agreements, consent arrangements, supervision, record-access controls and reporting procedures.
Concerns about the service
Concerns or allegations about anyone working through Belong OT
A parent, carer, child, young person, student or professional may raise a concern about the conduct of anyone working through Belong OT.
Where may a concern about the owner or practitioner be reported?
Concerns may be reported directly to:
- Tusla, the Child and Family Agency.
- An Garda Síochána where there is an immediate or criminal concern.
- CORU where the concern relates to professional conduct or fitness to practise.
- Another appropriate regulatory, professional or safeguarding body.
How are concerns about a student handled?
Concerns about a student will be considered through the child protection and welfare reporting procedure, the allegations procedure, the education provider’s placement procedure and any professional or disciplinary process that applies.
Will a complaints or professional process delay child protection action?
No. A child protection concern will not be delayed while an employment, placement, complaints or professional process is considered.
Access and review
Statement availability and review arrangements
This statement is available on the Belong OT website and by request.
Who may request a copy?
Parents, carers, children and young people, schools, education settings, students and relevant professionals may request a copy.
Supporting internal procedures and records may not be published where they contain confidential, security-sensitive or operational information.
How often is the statement reviewed?
The statement will be reviewed at least every two years. The next scheduled review is no later than 22 July 2028.
What will trigger an earlier review?
An earlier review will take place where there is:
- A significant change to the service.
- A planned student placement or new worker.
- A change in safeguarding legislation or guidance.
- A significant safeguarding incident.
- A concern about how the statement or procedures operate.
- A change in the service location or method of delivery.
- A material change to online, school, home or community services.
The risk assessment will be reviewed at the same time. The first student placement will not begin until the review and required supporting arrangements are complete.
